Reciprocal Borrowing Agreement

In 2010, Huntington City-Township Public Library and Wells Co. Public Library signed a Reciprocal Borrowing Agreement that allows card holders from either library to use both library systems. Contact us for more information.

 

If you live in the city of Huntington and/or Huntington Township and/or the town of Markle, you qualify for a “free” library card with us! “Free” is in quotes because it’s not actually free — you pay for it in your taxes as a resident of the city of Huntington, Huntington Township or the town of Markle. This is why anyone not living in these areas must purchase their card.

Applicants for a Huntington-City Township Public Library card must present the required Proper Identification in person at the library that will issue the library card (see below for definition of Proper Identification). People who own property within the city of Huntington, Huntington Township, or the town of Markle, but who reside elsewhere, will be required to show proof of real property ownership, such as a tax bill or deed.

Signing a Huntington City-Township Public Library card denotes acceptance of responsibility for all fines and fees and for payment for lost or damaged materials. Patrons are advised to contact their library to report a lost or stolen library card, as failure to do so holds the patron responsible for any fines and fees incurred by a lost or stolen library card.

Registering a minor for a Huntington City-Township Public Library card denotes an acknowledgement and understanding by the parent or guardian that the library owns and circulates unrated videos, DVD’s and television series that may be geared toward a more mature audience. A minor child will have access to materials for both adults and children and will be able to check out any of these materials. Parents or guardians have sole responsibility for helping their child select age-appropriate materials.

 

Proper Identification must be presented to apply for a Huntington City-Township/Markle Public Library card. Proper Identification is any one of the following:

  • A valid Indiana Driver’s License which displays a current address
  • A valid Indiana State ID which displays a current address
  • A current government issued Photo ID

If the patron presents current ID but that ID does not have the patron’s current address, the patron must in addition present a form of approved identification showing the current address. Approved Identification can be any of the following:

  • Valid voter registration card
  • Valid current government issued ID (such as a military ID, a passport, etc.)
  • Bank statement issued within the past thirty (30) days
  • Utility bill issued within the past thirty (30) days
  • Property Tax receipt

 

 Fines for most late items are 10 cents per day. Late DVDs are $1 per day late. 

 

Patron Types & Item Limits

 

New Patrons:

Registration term – 60 days; item limit – 3

At the end of 60 days, the patron will become eligible for full borrowing privileges.

Adult Patron (18 years of age and up):

Registration term – 1 year; item limit – 20

Full borrowing privileges are extended to those who live or own property in the city of Huntington, Huntington Township and the town of Markle.

Young Adult Patrons (13 – 17 years of age):

Registration term – 1 year; item limit – 15

The policy for accessing the Internet requires that youths (under 18 years of age) have a Parental Consent Form signed by the custodial parent. If a child has two (2) parents under separate residency two (2) cards may be issued to the child, but each parent has to be willing to accept responsibility for material borrowed with that card.

Juvenile Patrons (12 years of age and under):

Registration term – 1 year; item limit – 10

The policy for accessing the Internet requires that juveniles (under 12 years of age) have a Parental Consent Form signed by a custodial parent. If a child has two (2) parents under separate residency two (2) cards may be issued to the child, but each parent has to be willing to accept responsibility for material borrowed with that card.

Limited Access Patrons:

Registration term – at Director’s discretion; item limit – 1

This category is for borrowers who have misused their cards. Once the patron has shown responsibility, their card status will be changed at the discretion of the Director. No audiovisual items or new items may be borrowed with this card.

Non-Resident Patrons:

Registration term – 1 year; item limits – same as resident borrowers

The cost of a non-resident library card is commensurate with the cost of supplying services to borrowers who pay library taxes. The cost is based on the Indiana State Library formula and may change annually.

Corporate Patrons:

Registration term – 1 year; item limit – 20

Businesses and schools who legally occupy property in the city of Huntington, Huntington Township or the town of Markle but do not actually own that property may be issued a corporate card. This card can only be used to borrow materials for school or business purposes.

New Patrons unable to show proof of address:

Registration term – 14 days; item limit – one item one time

New residents with proper ID but no proof of address may be issued a card for 14 days allowing one item to be checked out one time. When proof of local address is presented, the patron’s card status is changed to a 60-day new borrower card.

Public Library Access Cards (PLAC):

Registration term – one year; item limit – based on patron type (no media items)

Huntington City-Township/Markle Public Library cards will be issued at no charge to non-residents who are in good standing at their home library and have purchased an Indiana Public Access Card (PLAC). These cards may be purchased at the home library or at either location of Huntington City-Township/Markle Public Library. PLAC cards are valid for one year from the date of purchase. The cost of a PLAC card is currently $50 and is set by the Indiana State Library.
